The pace bowler has secured over 300 dismissals in 71 five-day games with an average of 22.10.
Australia's chair of selectors the selector has declared that pace spearhead Cummins will have a crucial role in the upcoming Ashes series.
Rumors had circulated that the 32-year-old might be unavailable due to a persistent back stress problem that remained unresolved.
Earlier indications from the squad suggested no definitive call had been made regarding Cummins' participation, with the extended contest set to start on November 21 in Perth.
The selector shared that the captain is progressing and remained hopeful about the likelihood of taking part.
"It's clear that the clock is ticking and various factors around that, not only his injury, but further aspects," Bailey remarked.
"We're encouraged. [We are] really confident that he will feature a major part. With luck it's the first Test. Otherwise, then we'll pick it up."
Previous Setbacks
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals in the previous weeks after medical tests showed a lower back issue.
He has a history of spinal problems, with flare-ups in 2012-13, 2013-14 and 2015-16 leading to absences from three Australian summers in a limited period.
He emphasized he would be ""aggressive" and "take risks" in his rehabilitation process to make the squad for the series.
The selector indicated that there was no confirmation if he had started his bowling workouts as part of his recovery but admitted it was "becoming urgent" for him to recover fully for the first Test.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will assume leadership.
Versatile player Green was recently pulled out from the national team for their one-day international series against India as a precautionary measure because of soreness in his side.
He labeled it as a "slight concern and mentioned that he's scheduled to appear in the state-level matches, so will be "ideally positioned to be ready to bowl."
"We put so much time has gone into building out the plan for him to be available for the opening match as an batting and bowling option," he elaborated.
"He was only going to play the first two ODIs in any case. The way he swings the bat in limited-overs, even if it just sets him back for a short period, we opted to take a cautious route."
